The self-drive option nobody mentions
Jeep tour operators are excellent and the guiding is genuinely worth paying for. But it's worth knowing that on Soldier Pass Road, a tour is not your only legal route in.
The Forest Service issues a Soldier Pass Motorized Use Permit through Recreation.gov. Book at least 72 hours ahead; the number issued per day is capped; and the permit comes with the combination to the gate. That gate is unrestricted 8am to 6pm Monday to Wednesday, and combination-only Thursday to Sunday.
You need a genuinely capable high-clearance 4WD vehicle, and you need to be honest about your ability โ this is a rocky technical route, not a graded forest road, and a rental SUV is not the right tool.
For Broken Arrow, the official OHV page doesn't spell out an equivalent private-vehicle permit requirement, which is not the same as saying there isn't one. We're flagging the gap rather than guessing. Call the Red Rock Ranger District on (928) 203-2900 before you plan a self-drive there.

Pink Jeep Tours (Pink Adventure Tours) runs the best-known Broken Arrow tour, roughly two hours. We couldn't retrieve their current pricing โ their site blocked our checks, and third-party figures disagree by a wide margin. Rather than print a number that might be $50 off, we'd rather send you to their own booking page.
One claim worth treating carefully: Pink's marketing describes it as the only outfitter permitted on Broken Arrow. That's plausible and widely repeated, but it's an operator's own claim and we couldn't verify it against a Forest Service permit roster.
